Rep. Peters Votes with Republicans & Democrats to Allow Americans to Keep their Health Plans

WASHINGTON, D.C. – Today, Congressman Scott Peters (CA-52) released the following statement after voting for two separate proposals to enable Americans to keep their current health plans. He voted for the Democratic motion offered by Rep. Andrews of New Jersey, which ultimately did not receive majority support. In addition he joined 38 of his Democratic colleagues in supporting the “Keep Your Health Plan Act of 2013” [HR 3350], introduced by Rep. Upton of Michigan, which passed the House 261-157.

 ”Allowing people to keep their current health plans was a commitment the President made to the American people and he did the right thing this week in offering an administrative fix to honor his promise. The ACA is a tremendous undertaking and will likely require more fixes as we continue to work through its implementation. I remain open to every idea, from Republicans and Democrats, to make healthcare more affordable for hard-working San Diegans.

“Today I voted for the Motion to Re-commit, the Democratic plan, as well as the ‘Keep Your Health Plan Act of 2013’ [HR 413, Upton], because we should honor the promise made to Americans.  I preferred the Democratic alternative because it gave the states additional authority to control unnecessary price hikes or policy cancellations. I also voted for Upton because, in the absence of majority support for the Democratic plan, it was critical we pass a fix that lets people keep their insurance as promised. The Upton bill was a constructive step in the right direction because it is the first time the Republican Majority has offered a fix to the law rather than an all-or-nothing repeal or destructive government shut down.

“I have been blunt and outspoken about my frustration with flaws in the new health care law, with its rocky rollout,” said Peters. “And I’ve called on Democrats and Republicans to do everything we can to fix the new marketplace so it’s more workable for individuals, families and employers.  I’ve even voted against my party if I thought it was the right thing to do make the law better, and I’ve offered my own suggestions, too, for how to change it.”

Bipartisan ACA “Fixes” Supported by Rep. Scott Peters

Voted to support the Authority for Mandate Delay Act, introduced by Rep. Griffin (R-AR), would delay for one year the requirement in the Affordable Care Act that businesses with 50 or more full-time employees provide health insurance to their workers or pay a penalty. [H.R. 2667, Roll Call 361, SP voted Yes, 07/17/13]

Voted to delay the tax penalty attached to the individual mandate for one year. The Fairness for American Families Act, introduced by Rep. Young (R-IN), would delay for one year the requirement in the Affordable Care Act that individuals buy health insurance or pay a tax penalty.  [H.R. 2668, Roll Call 363, SP voted Yes, 07/17/13]

Voted to Repeal Medical Device Tax. The Continuing Appropriations Resolution 2014 that passed the House on 09/20/13 was amended by the Senate and passed back to the House. This version included an amendment to repeal the medical device tax. [H.J.Res. 59, Roll Call 497, SP voted Yes, 09/29/13]

Coauthored a letter to Secretary Sebelius to encourage the Department of Health and Human Services to prioritize resources to combat fraud in the Affordable Care Act health insurance exchanges. (letter attached)

Cosponsored H.R. 523, the Protect Medical Innovation Act of 2013. Introduced by Rep. Erik Paulson (R-MN), this bipartisan bill repeals the medical device excise tax.

Cosponsored H.R. 3425, the Health Care Access Fairness and Penalty Delay Act of 2013. Introduced by Rep. Lipinski (D-IL), this bill would delay the individual mandate and any penalties until after there is a certification that the healthcare.gov website is fully operational.
